What does this mean for you, the customer?
The National Home Builders Registration Council (NHBRC) is a regulatory body of the home building industry. It was established in 1998 in accordance with the provisions of the Housing Consumers Protection Measures Act, 1998 (Act No. 95 of 1998).
Our mandate is to protect the interests of housing consumers and to ensure that builders comply with the prescribed building industry standards as contained in the Home Building Manual.
Our goal is to assist and protect housing consumers from any unscrupulous home builders who;
Deliver substandard houses
Bad workmanship and
Poor quality material
No matter the size or value of your home building project the NHBRC is here to assist and protect you. As a valued customer, we urge you to ensure that your builder is registered and certified by the NHBRC.
Any person who is involved in the business of building homes is required by law to register with us and failure to do so constitutes a criminal offence punishable by law. The NHBRC certifies builders who meet the prescribed industry standards criteria in terms of technical competence, construction experience and financial capability.
The Act also requires all new homes to be enrolled with the NHBRC at least 15 days prior to construction. Enrolling your home building project with the NHBRC protects you against poor building practices. Our building quality inspectors will inspect the construction of your home to ensure that it is not exposed to structural failure.
We are members of the KZN Master Builders Association.

- The MBA provides a dispute resolution service for its members. If you have a problem with us, they are there to help resolve it quickly and efficiently without the need for expensive and time-consuming legal proceedings.

The ten questions you MUST ask yourself
before starting your building project!
- What problem are we solving? More space, better flow, compliance, income, accessibility, resilience, appearance or maintenance?
- What must remain true? A fixed move-in date, trading hours, school terms, tenant access, a protected tree, a view or a hard budget ceiling?
- Who owns the decisions? Name the person who can approve scope, selections, variations and payments.
- What records do we already have? Approved plans, title deed, survey diagram, zoning information, body corporate or estate rules, previous certificates and service drawings.
- What is the whole-project budget? Include professional fees, approvals, construction, owner-supplied items, temporary accommodation or trading arrangements, finance costs, VAT where applicable and contingency.
- What will be phased? Decide what must happen now, what can happen later and what future work the current design must not make harder.
- Can the property remain occupied? Be honest about dust, noise, security, water and power interruptions, bathroom and kitchen downtime, customer access, pets and children.
- What approvals are likely? Don’t assume a small job is approval-free or that a previous owner obtained what was needed.
- What level of finish are we pricing? ‘Standard’ means different things to different people. Use named products, samples, performance requirements or realistic allowances.
- What does finished mean? Agree on what inspections, tests, certificates (often called COC’s, which stand for Certificate of Compliance), warranties, manuals, spare materials, keys and remotes are required to finally say: “Job done!”
